When the government enacts bad policies, that creates problems. But problems are opportunities for entrepreneurs who can solve the problems. Any government policy which is opposed to free markets creates an incentive to evade the policy. This is why government policies which are opposed to free markets can only be enforced through terror. This is why bad policies do not destroy nations, but do impoverish nations because the resources used to evade the bad policy are wasted.
