Forbes magazine; September 21, 2009; page 38; has an article named postcolonialism about Paul Romer and a project called Charter Cities.

The plan of Charter Cities is to negotiate treaties with poor nations to create autonomous cities like Hong Kong and Singapore with less corrupt, more efficient, and more stable governments than the poor nations posses. Foreign investors would be more willing to invest in these autonomous cities than in the poor nations. There would create jobs for the people of the poor nations.

This is an example of competitive federalism.
